Has a bulb been replaced recently? Is it the right P/N? You can check the ground problem by just using a jumper to ground the taillight body directly. If the light brightens when you touch the additional ground lead then you need to go to where ever the grounds are along the harness and recheck them. Otherwise it could be a bad connection someplace. I would probably check first at the directional switch and / or harness.
