There is a release lever behind the skirt. Look near the center of the skirt and you will find it. Unhitch the mechanisim, it pulls it tight to the 1/4. Then the skirt will be able to come away from the alignment pins.

Had the same issue on one of the 3 65's I had here, replaced frt hoses, and m/c and couldnt get any brakes up front after. I ended up letting them gravity bleed over night and it finally worked.

Are you getting power to the switches? Dont know on a 66 but 65 has a relay for the windows mounted on the firewall just to the rt of center. Do you know you have good motors? If you here them spin but get no movement the gears are bad. I would start checking power to the switches first though.

If you hear the motors running then I would bet your gears have come apart. The metal gear that runs the regulator up and down is attatched (or was) to the nylon gear and they break and cause what you describe
