John, only two reasons for a hose at that location. It is either for vacuum door locks (if you have that option), or the emergency brake release. Since all flairbirds have this release, it is most likely. A vacuum hose goes from the side of the console to the neutral safety switch mounted on the steering column. From there it goes to the vacuum motor on the brake release pedal beside the kick panel. Since the hose was hanging over the gas pedal, I suspect it has come off the neutral safety switch.
Often age had destroyed the rubber and they will no longer stay on the little nipples. The hose is easily available by the foot at auto supply stores along with little barbed plastic joiner fittings so you often can cut off a bit to get back to good rubber.
Try putting it back on to the safety switch and see if it holds first.
