I thought it was a battery or starter. However I bought a new batery with plenty of cca and it turns only a little then it stops. I try again and again it just turns 1/4 turn or so and it wont fire up. HELP.
Hard to say anything without a history of the engine. It's been sitting / not running for how long?. With skimpy details so far , my best guess is a cylinder is full of water. Remove all spark plugs and turn it over and watch for water guhing out of 1 or more spark plug holes ( Blown Head gasket).
