Brake pedal return spring or booster problem?

I have a '61 T-Bird that I have to hold the brake pedal up with my toe (or a bungie, as I have it right now) to keep it from depressing and "riding" the brakes. I haven't found a return spring on the pedal, so is it inside the bore of the master cylinder, then? Or is this a booster problem? The car has power drums all around and the pedal is OK when the engine isn't running. There aren't any vac leaks or anything that I can tell; the engine runs fine. I can't seem to find a pedal spring anywhere, is there one or does it depend on booster vacuum?

ours was the same

i stripped the booster down,cleaned everything and rebuilt it and the brakes work superbly now and the pedal comes back up by itself
