finally time to trick my bird

Just got my wife an 04' mustang so now I can finally start working on my bird.
So far all I have had time to do is gut the cats and my plan is to increase airflow in anyway I can. I figure this is a great place to start increasing horse power quick. I have a pretty healthy budget for this project and wanted to know what everyone thought my options might be to increase HP.

car is a 1995 thunderbird LX with a 4.6L 281 V8. She's got 65k miles and is in excellent "garage kept" shape.

What should be my next steps?

okay so after a couple weeks of research and help from tccoa, i removed the air silencer and will get my K&N FIPK system tomorrow and will install it after i get home from work.

so should i go with a better throttle body next or a better MAF?

or should i wait to install those till i get a chip?

what about underdrive pulleys?
c'mon guys , little help here? :seya
