Steering column

I have a 1960 square bird, i can only get neutral & drive on the column change. I disconnected the linkage to the transmission to check it was'nt a transmission fault, the lever on the transmission operates perfect. The problem is at the transmission shift at the steering wheel, it just does'nt move far enough to select any gears apart from 'N' & 'D2', can anybody help me on this one as i really dont want to take the steering column out. Its driving me nuts.
