'57 Steering Column sleeves stuck

Hi,
I bought the 4 parts that replace all the chrome on my steering column on the interior, down to and including the horseshoe bracket. But after removing the steering wheel and the turn signal stalk and actuator, as well as the 3 screws in the next collar, it won't break loose. From the looks of the new one, there is no thread and no additional screws. I guess it's simply rusted in and frozen. Does this sound correct, and any advice?

Another issue - If I do get it removed, I guess I need to either cut and splice the turn signal wires, or else un-solder them from the actuator, right? Otherwise there is no way to remove it from that collar.
