1965 e-brake trouble

My "65 e-brake wont "set". does that mean that the spring is not returning the diaphragm? If I need to replace, any experienced tips on what items need to be loosened or removed to get that brake assembly out would be appreciated. its a bit rusty up there, maybe just unload a can of WD-40 up in there would fix it? Maybe wd-40 that would be good. There are two springs, One that pulls the diaphragm back and another that pushes the pawl into the teeth. Would make sure vacuum is not passing neutral safety switch/ebrake release. Rust could be holding pawl back also.
