Clicking relay on firewall on passenger side below hood hinge

I am trying to clean up some of the wiring problems from too many cut and taped wires. When I hook up the battery cables or unhook them, I hear the window relay, if it is the one on the passenger side lower firewall, click. The windows have always worked on this car with or without the key on. Any thoughts? I didn't think that this closing of the relay was a normal occurrence.
