My guess would be the level indicator in the tank. It is either out of adjustment or the float leaks. You have to pull the tank to get to it. It's pretty easy to get to but run the gas down first. When you get the unit out of the tank, hook it back up to the power wire and ground it. Then move the float arm to the highest position, keep it there and see if the gauge goes to full.
If it doesn't then the gauge needs work, if it does, replace the whole unit.

You have a 96 'Bird?
If you have a Flairbird (1964-1966) it is NOT necessary to pull the tank to get to the fuel tank unit. Information supplied by rachet66 is incorrect.
