Switch/Latch in Center Console Trim on 66 Convertible

To make a long story short, my Pop has a 66 Convertible. He has been trying to figure out what the latch/switch is for in the trim ring on the center console. I have never seen the car so I have no idea. If someone can point me in the right direction it would help me out. Thanks.

Maybe it's the Cruise control if it's on the drivers side of the console

MYTBIRD is on a distinguished road
I have the same switch on mine. It pulls up! In front of it mine also has a wheel with numbers on it. 1-10 I think. What is that??
