flickering lights

The lights on my 65 Bird seem to pulse or flicker very rapidly, prticularly at lower RPM's. I've checked the alternator belts and they seem to be tight. The alternator itself is new. When I'm at low rpm's the turn signals don't flash but with just a little boost in RPM's they work just fine.
Someone told me the system mey not be grounded properly. How can I check that and how can I fix that, assumng that is the problem.

You may want to change the voltage regulator. You can check to see if it's working by turning on your headlights and increasing the rpm of the motor. If the lights brighten, it might be the regulator. Good luck !

I just fixed this problem on a 1965 Thunderbird by replacing the old voltage regulator with a new electronic one. (About $30)
