Master Cylinder Mistake
HAVE A 62 DRUM BRAKE CAR. BRAKES WERE NOT RELEASING.RAISED THE CAR HIT THE BRAKES. THE REARS WHEELS SPUN FREE AND THE FRONTS LOCKED. REPLACED THE CYLINDERS,SAME PROBLEM. PULLED THE MASTER AND THE PISTON INSIDE MOVES FREELY AND RETURNS TO STARTING POSITION, SPRING GOOD.WITH THE MASTER REMOVED I PRESSED THE BRAKE TO SEE IF THE PRESSURE ROD WOULD EXTEND OUT SO I COULD PUSH IT BACK IN. IT'S STUCK OUT AND WON'T DEPRESS IN.WHEN I PUT A NEW MASTER ON AND HOOK UP THE VACUME. WILL THE PEDDLE COME BACK UP.

Had they been working or is this a new project? All four cylinders are hooked to the same output port so it sounds like two problems. Rear brakes not adjusted out far enough (or a blockage in the line to the rears...rubber line in the rear bad) and a sticky booster. The master cylinder must return to the rest position to allow fluid back into the master after the pedal is released. If the booster is gummed up it will hold the master away from it's rest position.
