You can't use the type of pulley shown to remove the balancer,. It's hard to explain, but you have to have a tool that has metal bar that goes inside the balancer and contacts the outer rim with a turn bolt to get it off.
If you can't get the metal ring back into position, it's time for the Damper Doctor.
I recommend you get the tool that CASCO has to remove it or make one yourself.. See CASCO's catalog, page 57. CASCO's is a litle pricey, but you won't screw up the balancer which is at least three times the 44.00 to repair or replace.
