Oil Breather

I have a '61 T-bird and the motor has been replaced. I think it came out of a '64. It has an Oil breather on the right(facing the engine from the front of the car). How often should this be changed. I noticed mine seems pretty dirty! Is there a way to clean these? Can they be soaked in soapy water to degrease them?

Is this "breather" at the location where oil would be added to the engine? Do you have an oil filler tube in the intake manifold on the pfoul_wordfoul_wordfoul_wordenger side of the engine. Does your car have a PCV system? The original 1961 (through 1964) Thunderbirds did not have an oil filler location in the valve cover - it was in the intake manifold.
 
Yes, it is located on the valve cover on the the driver side. I don't ahve an oilfiller tube on the pfoul_wordfoul_wordfoul_wordenger side intake manifold. My car has a PCV system.
