keyless entry problem

hi everyone i have a 94 cougar 4.6 it came with the remote keyless door entry but it does not work anymore i went to the dealer when i first got the car for them to reset it but it doesnt work if u disconnect the battery i was wondering if anyone knew how to reactivate the remote with paying the dealer 50 bucks everytime
