getting rust drool off of chrome - can it be done?

Just picked up my project car, and i'm in the planning stages right now, making a few lists and determining what I have to save up cash for. One questionable point for me is the front bumper. The battery tray, or what's left of it, has disolved and left rust drool down one side of the front bumper/grille on my 61 t-bird. Is there any way to clean or polish this off the chrome, or did it ruin the chrome? The chrome is great but this car sat for a long time before I bought it, and rechromeing that beast of a bumper is a budget hogger at this time, so I'm looking for alternatives.
 
No. 7 has always worked wonders on chrome AND paint. Too bad they have discontinued it. They were bought out and I got the LAST 2 cans of it in town.
 
You could try some light-grade steel wool. When we bought our '79 last year, it had some minor rust stains on the front bumper that I was able to polish out with steel wool.
