57 Dash Pad Retaining Clips

I'm doing a trial run on reinstalling the dash frame prior to putting on the padded dash cover. I'm stuck on the dash pad retaining clips. I can find no diagram in any of the Ford manuals that explain how/where to attach. I have two short clips and two long clips. I can line up the smaller clip with holes on the dash frame, two on each side. I cannot find any holes that will line up with the larger clip. Do the long clips go somewhere I haven't found? Can I modify the long clips to fit the holes I see?
And all the clips have a short "L" along the long side. What is the orientation of this "L"?

I’m looking for the same info. There’s a YouTube video from Rusting to running classic car care on ‘Dashboard removal part 3’ that at about the 11 minute mark, shows the location of some of the retainer straps.
