    I think you nailed it tom. there are some rough "tits" that appear left from the popping of the hole. The piece was bent around so neatly, but it looks like it can be ripped off (as it will just rust behind it). Thanks again!

    another absurd techie question: the bolts that hold the bumper halves together: 7/16" or 3/8" ? I'd have thought 3/8", but my bolts are definitely 7/16"-20 x 1. Since there has been previous work done, they could have been replaced at one time. Looks like 3/8" will fit the holes.
