Here's my two cents: I don't believe any 1962 Roadsters will show VIN with 3Y89 because the "3" means 1963. Kelsy-Hayes wheels have 48 spokes.

I have the three window motors you refer to. Harley Eaton

Using a volt meter, test the red and then the yellow wire to ground (black) wire to find 12 volts (or battery voltage). Have you checked the window switches?

It would seem to me that a front end alignment would be in order. Do you have any "play" in the steering wheel, meaning any movement of the steering wheel without the front wheels moving

I'm thinking I DO know how to fix BRAKES. Do you have questions on "how to"? Or are you asking me to tell you everything I know? Is the problem ONLY with the POWER portion of the BRAKES?

Sounds like you need to replace the flex plate on the engine.

Old Air Products in Fort Worth, Texas rebuilds them.
