Calif. emissions

My bird as I was told and shown by the previous owner, has Calif. emissions installed. I have heard how this is not needed an in fact robs power. My question to all, is it safe and smart to remove the equipment? If I do remove it, i plan on keeping it just in case I want to return the car to original. My guess, if removing is the way to go would be, remove pump and hoses. I did not see anything vacuum wise that would need to be rerouted but please instruct.
