Reversing lights (Back-up lights in the USA)

Pulled the centre lense off my '66 today to see why the bach-up lights don't work and discovered three extra red 'dome' light-bulb covers over aforementioned bulbs.
My tail-lights/turn-signals work but none in the centre section work including back-up lights.(some bulbs looked pretty corroded etc).
Are the extra red lights meant to be on at the same time as the others or only when back-up lights are on?
I suspect they ARE meant to be on with the tail-lights as the bulbs are dual-filament i.e. brake and tail-lights, am I correct????

Any clues why back-up lights don't work are welcome (Where is the switch that operates them?)
