There are two spring loaded buttons in the steering collar @ the directional signals. when you press the horn the plate completes this connection by connecting these two buttons. the yellow and yellow with the green stripe should come out of the bottom of the steering collum. touching these two wires together should complete the circuit and sound the horn. Maybe the contacts are dirty or broke.
