Horn Problems

I have a 66 with cruize control and I am having trouble getting my horns to work. I have narrowed it down to a ground problem, it seems that the steering shaft is not grounded well enough to operate the horns. If I supply a ground from the steering column to get the horns started the horns sound and will continue to sound until I release the horn ring. It just seems that there is not enough of a ground to initially get the horns started. How is the steering shaft grounded what am I missing here?
