On the 1966 Thunderbird, there is a horn relay only if you have the Hiway Pilot speed control. It is located on a support brace under the dash, above the driver's left foot. Cars without Hiway Pilot have no horn relay. The click you hear may be the horn.. Without Hiway Pilot, the horn circuit is from the battery to the horn switch by way of sliprings under the steering wheel, then to the horns. No grounds in the system except at the horns.
