You need to be certain that the rear wheel cylinders are causing the bake shoes to expand and contact the brake drums.. Sounds like you have not done that.. Could be plugged brake line or frozen wheel cylinders (seen that one before).. Did you replace the rear brake hose (one only) and bleed the brakes?
