The top speed is controlled by the EEC.
Because of driveshaft failure potential above 110 mph, the max speed tops out around 105-107mph.
You can buy an aftermarket chip to overcome the speed restriction, but if you do, you need to look at a stronger driveshaft, and speed rated tires. Otherwise, you are asking for trouble.
Hint: The gas tank surrounds the driveshaft.
