The vacuum can by the hood hinge is for the door locks - not for boost, just for reserve so that you can operate the door locks without the engine providing vacuum. The other can - by the transisterized ignition and the battery on the 1965 is reserve vacuum for the AC/heater. The small device you referred to as a filter is the vacuum check valve, to hold vacuum in the can after the car is shut down or maintain vacuum whenever the engine is being operated with low manifold vacuum.
