changing the bulbs is actually easier than what people think it would be.

1st take out the lower panel below the steering colum, and then take out the screws that holds the bezel around the instrument panel, you may have to easily work the bezel loose, don't be too forceful with it, but it will come out, and then with the instrument panel, there will be some srews that holds that into place, take them out, and then pull the instrument panel out some, not too far, the bulbs will turn slightly and then can be pulled out, and the new one's put in, this procedure will take some time.

I had to do this on my first 1995 T-bird a little over a year ago, it takes a little patience and a little time, it took me a total of 45 minutes to do this, I hope that this can be of some help to you and some of the other members :)
