Best bet is a problem with the vacuum control system. The water control valve is mounted in the engine compartment on the passenger side. There is a single vacuum line going to it. Set the control to "Heat", turn on your fan and then pull the vacuum line off the valve and see if there is suction. If not, the problem is probably with the control or lines attached to it. If there is suction the valve is faulty or line is kinked.

This is pretty basic, but should get you started on the problem.
