When I was replacing the sending unit On my '64 I found the old sending unit was extremely rusty and missing the float (somewhere in bottom of tank). I felt inside the tank at the sending unit opening and could rub off rust. This was due to car sitting for 20 odd years I suspect. I could have gone with a plastic liner in existing but my tank had a punch in one corner and a curled seam at one spot so i went with a new tank and straps. I would definitely investigate either option as the rust will always be there and you will continue to have problems with rust in the filter (and worse.....your carb!).
