carb and choke issues

My 63 has a stock carb (I rebuilt it ~ 4 years ago) except for an electric choke that I installed. I have two problems: 1 that I always had and a new one. Maybe someone can help me.
1. If I start it every day it starts fine. If it sits for a couple of weeks, I need ether. Seems like the fuel is evaporating. I think i read somewhere that this is normal for the stock 4-bbl carb?
2. New problem: car seems very rich, fumes inside and behind the car. I checked the electric choke resistance, it is ~ 2 ohms, so it is not an open circuit. I get 12.6 volts to the choke with it unplugged, ~ 9.5 plugged in, which sounds like about the right load. Choke linkage seems free but it must not be oopenign all the way. I guess I should out it on the lift to double-check that there is not an exhaust leak, but does anyone have any ideas on other potential causes?
