It sounds like you have a leak in the booster unit. Sometimes the master brake cylinder will leak fluid into the booster and cause it to corrode and leak internally - and you can't see it. Check and see if it is better at higher rpms and worse at lower rpms. If so, you have a small leak that can be fixed only by replacing the booster. It's not too expensive but a real pain to do.
